Flash is a very powerful medium, and it can do many things. It's especially useful doing things that traditional HTML can't. But, is it a good idea?
I don't think Flash is as great as it seems. With standard HTML, you get a whole set of tools, behaviors, and interaction models basically for free. With Flash, you have to re-invent all of this. The best Flash will just try to mimic all the HTML tools. But, it can never mimic it all exactly. Thus, not only do things look a little weird, they act a little weird, too. And the Web is unusable enough without breaking a user's expectations about how things are supposed to look and act. It's just like Heidegger's hammer---once the tool break, all of a sudden you look at *it* instead of the work. Flash interfaces force you to look at the *interface* not the content.
Save Flash for motion and cool effects. Leave interaction to HTML.
